Sponsored: One security strategy. Four different data center realities.

retained text

Across Asia Pacific, data center operators face a difficult balancing act: standardizing security across expanding portfolios while responding to very different conditions on the ground. A design that works in a dense Singapore facility may not answer the most pressing operational questions in Japan, a fast-growing development in Johor Bahru, or an Australian site subject to demanding assurance requirements.
The challenge is not choosing between a global standard and local flexibility. It is determining which principles should remain consistent, and where security design must adapt to the realities of each facility.
Across this series, we have explored why security must extend beyond the perimeter, why operational visibility matters, and how surveillance data can support better operational decisions. The practical test is what those ideas change in a facility’s day-to-day operations.
Four recurring pressures provide a useful lens: space, disruption, dynamic identity and assurance. They are not exclusive to any one country, and a single facility may face all four. But identifying the dominant pressure helps operators decide what to prioritize and how to measure effectiveness.
"Across APAC, we are seeing data center operators standardize core infrastructure and security architectures to improve scalability, resilience, and operational consistency across their portfolios. However, successful deployments still require local adaptation to address regulatory requirements, operational models, and site-specific conditions. The most effective strategies combine global standards with local flexibility, enabling operators to scale confidently while maintaining performance, compliance, and operational resilience," said Tim Martin, VP & GM International Markets (APAC & EMEA), Wesco Anixter.
1. Space: Security must follow movement, not just boundaries
Singapore and Hong Kong illustrate a common challenge in dense urban environments: physical separation cannot always do all the work. Limited setbacks and vertical layouts can put loading bays, shared circulation routes, visitor areas and critical spaces closer together than a conventional perimeter-led model assumes.
The practical question is not simply whether someone has entered the building. It is whether their movement through zones is appropriate. A visitor may be authorized for a meeting room but not for a technical floor; a delivery may be expected at a loading bay but not beyond it.
That changes the design conversation. Operators should map transitions between public, visitor, operational and critical zones, then establish where video verification, access events, and clear response procedures are needed. When security teams can consider those signals together, they have better context for investigating unexpected movement than a camera view or badge event alone can provide.
The goal is not to abandon perimeter protection. It is to extend security through the facility so that access decisions remain meaningful after someone crosses the outer boundary.
"In high-density vertical data centers, core security is no longer just about defending the perimeter – it is about enforcing zone authorization. By combining Axis video, access control, and analytics at critical transition nodes, anomalies are flagged in real time, visual context is preserved, and personnel routing is verified against standard operating procedures," said Jessica Chang, Regional Director, North Asia Pacific, Axis Communications.
2. Disruption: Security must remain useful when conditions change
In Japan, business continuity planning must account for earthquakes, severe weather, and other disruptive events. For data center security, resilience is not just a question of whether equipment continues running. It is whether the available information still helps teams make decisions when normal conditions no longer apply.
During an incident, operators may need to determine which areas remain accessible, whether people are still inside, which systems are functioning, and where to direct responders. At the same time, multiple alarms and events may compete for attention.
A practical security design therefore needs to consider system availability, predictable behavior during power or connectivity loss, and how information is prioritized and escalated. Integration with relevant site and emergency-response processes should be defined and tested before a crisis, rather than assumed to work when one occurs.
The measure of success is not the number of alerts generated. It is whether teams can distinguish the events that matter, verify conditions and take appropriate action under pressure.
"The ability to keep the facility secure with access control and video surveillance during recovery scenarios is important, as the facility is at its most vulnerable. Technologies such as edge recording and edge analytics ensure that regular functionality and operations can continue even when upstream systems may not be working," said Jason Chiu, Regional Director, Japan, Axis Communications.
3. Dynamic identity: Access rights must match the job, site and time
In growth markets such as Johor Bahru and Mumbai, operators may manage live facilities alongside construction, expansion and commissioning work. These overlapping phases can bring permanent staff, contractors, equipment suppliers and specialist engineers onto sites with very different access requirements.
A valid badge is not necessarily sufficient evidence that a person should enter a particular area. The same engineer might need extensive access during commissioning at one site but limited access at another operating facility. Authorization needs to reflect employer, purpose, location, time, and the current stage of work.
For operators, the actionable starting point is to define access by role and task, establish time limits and approval ownership, and review permissions as projects change phase. Where appropriate, access events and video can provide additional context for verification and investigation.
The underlying principle is straightforward: access should not remain valid simply because it was once justified. It should remain aligned with the work a person is authorized to perform now.
"As data centers scale, one of the biggest challenges is maintaining clear visibility and accountability across multiple teams working on the same site. The transition from commissioning to live operations is a critical point, where security, facilities and project teams need to be aligned on who still requires access and why. Getting this right is not just about protecting infrastructure, but also about enabling operations to run efficiently without compromising security," said Sheetal Rao, Regional Director, South Asia Pacific, Axis Communications.
4. Assurance: Controls must be effective - and their operation demonstrable
In Sydney and Melbourne, data center operators may face demanding customer, contractual and regulatory expectations around risk management and accountability. Australia’s Security of Critical Infrastructure Act 2018 includes the data storage or processing sector within its framework, although specific obligations depend on the entity and asset. Other standards or public-sector requirements may apply in circumstances and should be assessed case by case.
Here, a control that exists on paper is only the beginning. Operators may also need to establish who accessed a sensitive area, what permissions were in place, how an alert was handled, and whether they can accurately reconstruct an incident.
This makes evidence quality a design consideration. Video, access logs, and incident records need consistent timestamps, clear retention and access policies, and defined processes for investigation and reporting. Connecting information across systems can help build a more coherent record, provided privacy and data governance requirements are addressed.
The practical question shifts from “Did we install the control?” to “Can we show how it performed when it mattered?”
"In our conversations with Australian data center customers, the expectation is multi-dimensional: systems must be available, recorded images must be usable, analytics must work as expected, and the devices themselves must be protected against cyber threats. SOCI covers both cyber and physical risk, and sits apart from contractual SLAs. The practical test is whether the evidence – availability records, testing results, usable footage, incident logs – demonstrates how controls performed," said Wai King Wong, Regional Director, Oceania, Axis Communications.
From principles to decisions: an APAC execution playbook
The technologies used across these environments may be similar. The operational questions they must answer are not. A connected approach is valuable when it helps operators turn separate signals into a clearer picture of what is happening, why it matters, and what action is required.
Four disciplines can make that approach repeatable across portfolios:
- Identify the dominant operating pressure. Assess space constraints, disruption scenarios, workforce fluidity, and assurance obligations at each facility, rather than treating a regional blueprint as a complete site design.
- Define the decision before selecting the technology. Specify what teams need to detect, verify, prevent, escalate, or demonstrate, and who is responsible for acting on that information.
- Design the connections and response workflows. Establish how video, access control, analytics, sensors, and relevant operational systems exchange information, and test what happens when an integration or underlying service is unavailable.
- Measure whether the approach works. Use relevant indicators such as event-verification time, alarm quality, system availability, access-review exceptions and audit readiness; assign ownership for privacy, retention and local compliance.
The strongest data center security strategies do not deploy identical controls everywhere. They apply consistent principles to the right local problems and make it easier for people to understand an event, decide, and respond.
