The Finnish and Norwegian leaders broke a Western European taboo and held talks with Russia’s president, sparking division on the continent as it pushes to strengthen backing for Ukraine. The 90-minute telephone conversation was met alternatingly with anger and acceptance in Europe, which has largely sought to make Moscow a pariah since its 2022 invasion. The two leaders framed their decision as part of efforts to influence diplomacy aimed at ending the war, which are being largely led by Washington. Experts argue Europe has significant sway, however, whether it be over the enforcement of sanctions against Moscow, the future of the Kremlin’s foreign-exchange reserves, or the assets belonging to Russian state energy firms located in Europe.
