Could Fiber Be the Next Big Bottleneck in Data Center Growth? Power and water aren’t the only constraints on new builds. In many markets, fiber access and diversity now determine where facilities can be located and how quickly they can scale. It’s no secret that water and power availability can limit data center expansion. There’s another, less-discussed constraint that now matters just as much: access to enterprise-grade fiber. As facilities scale, scarce connectivity can restrict both where data centers are built and how large they can grow. The good news is that operators have ways to mitigate fiber constraints. Doing so requires an up-to-date view of local and regional networks, realistic lead times for new builds, and, in some cases, creative approaches to securing capacity. Why Fiber Now Rivals Power and Water Fiber has underpinned data centers for decades because it delivers high throughput with low latency at a favorable cost compared to copper alternatives. As facilities and workloads have grown, so has demand for bandwidth. According to Zayo’s 2025 Bandwidth Report, total bandwidth purchased by data centers grew roughly 330% in the early 2020s. The increase was driven in part by data-intensive workloads, such as real-time AI inference, which move massive volumes of data with minimal latency. That demand places fiber connectivity alongside electricity and water as a foundational input for sustained data center growth. Where Fiber Becomes the Constraint Unfortunately, like power and water, fiber can be in short supply, especially in places where developers most want to build. While overall fiber availability has steadily increased in recent years, it’s unclear whether supply is keeping pace with demand. A shortage of skilled installers and splicers is one constraint. More fundamentally, many telecommunications providers still lack strong economic incentives to expand fiber infrastructure beyond densely populated areas. This dynamic is less problematic in established hubs such as Northern Virginia, coastal California, and major Texas metros. But in emerging markets, last-mile and long-haul bandwidth often lag behind the needs of large-scale facilities, complicating site selection and capacity planning. What Data Center Operators Can Do Most operators can’t directly control where and when fiber is built. Outside of the largest hyperscalers, few have the mandate or capital to deploy their own networks. Operators also typically need connections to multiple independent telcos to support resilient, high-performing Meet-Me Rooms, which means a single high-bandwidth agreement rarely suffices. Even so, several practical steps can reduce risk: - Prioritize fiber availability when choosing a data center site. Assess existing bandwidth capacity and expected future growth. - Map competitive demand. Evaluate planned facilities and carrier commitments in the area and understand whether you’ll be competing for the same crews, rights-of-way, and bandwidth. - Structure incentives with carriers. Because fiber deployment often suffers from chicken-and-egg dynamics – low demand discourages buildouts, and limited buildouts suppress demand – operators can improve the business case for carriers by committing to minimum spend or bandwidth thresholds, aligning timelines, and coordinating on permitting and construction windows. Thinking Beyond Telcos: Hyperscale Fiber as a Connectivity Option Traditional carriers aren’t the only path to high-bandwidth connectivity. Public cloud providers offer services – such as AWS SiteLink and Azure ExpressRoute Global Reach – that can interconnect data centers without requiring workloads to run inside the hyperscalers’ facilities. These offerings are typically software-defined and billed on a pay-as-you-go basis, which differs from conventional telco contracts. However, they may also offer high-bandwidth networking in areas where telcos don’t provide service. The Near-Term Outlook Over the long term, fiber constraints are likely to ease, much as power grid upgrades are expected to alleviate energy bottlenecks. In the near term, however, fiber remains a critical – and often overlooked – limiting factor on data center growth. Operators that treat connectivity as a core site criterion, plan for multi-carrier route diversity, and explore creative sourcing options will be best positioned to keep building at the pace their workloads demand.
