Certainty: Likely. * WHAT...Northeast winds 20 to 30 kt with gusts up to 40 kt and seas 12 to 17 ft expected. * WHERE...The coastal and offshore waters from Cape Hatteras to Ocracoke Inlet. * WHEN...From 2 PM Wednesday to 6 PM EDT Friday. * IMPACTS...Strong winds will cause hazardous seas which could capsize or damage vessels and reduce visibility. * ADDITIONAL DETAILS...A strong coastal low will develop offshore east of North Carolina by Wednesday, then move north towards the coast of New England by the end of the week.
