A Decade of Industrial Grade Linux: How the Civil Infrastructure Platform Is Securing Mission-Critical Systems Hilary Carter | 06 October 2026 The global systems that power our communities, from energy grids and transportation networks to water distribution and healthcare systems, are built to last for decades. Yet as physical equipment becomes increasingly software-defined, managing those deployments over multi-decade lifecycles presents a profound operational challenge. Today, I’m excited to share a new report from LF Research that provides an up-close view into how one project has been able to address this challenge head-on. In a new qualitative research report, Civil Infrastructure Platform: Industrial Grade Linux at 10, readers can take a deep dive into how open source collaboration transforms the software maintenance burden into a shared, manageable baseline for the entire industrial sector. Additionally, more projects than just the Civil Infrastructure Platform (CIP) have benefitted from this work, most notably the Linux kernel project. And as the report’s author, it was a great opportunity for me to get to know this community and to be inspired by their impact and year-over-year commitments, especially on the occasion of the project’s 10th anniversary. Here are a few of the key findings from our latest collaboration with the CIP project, starting with the scope of industrial infrastructure spending and the need for software for decades-long time horizons, followed by the fundamental challenges around which CIP project leaders collaborate. As global infrastructure investments reach unprecedented levels, software longevity has evolved into a core economic requirement. The report reveals that standard consumer-grade software support windows create a severe operational structural disconnect when paired with long-living physical assets. Traditionally, organizations spent massive corporate engineering resources tracking identical security bugs and maintaining custom, siloed Linux distributions in isolation. To bridge this operational gap, CIP established a 10-year Super Long-Term Support (SLTS) kernel baseline. The report details how CIP converts standard Linux Long-Term Support kernels into robust, 10-year maintainable platforms, protecting asset-heavy industries from premature and disruptive software migration cycles. Beyond technical longevity, the report reveals how open source collaboration mutualizes regulatory compliance, particularly as strict global mandates take effect. For example, under regulations like the EU Cyber Resilience Act (CRA), non-compliance penalties can reach up to €15 million or 2.5% of global annual turnover. By pooling technical bandwidth and security expertise, CIP member organizations collectively navigate stringent compliance mandates, converting massive individual legal liabilities into shared, automated technical workflows. Throughout the report, key figures from Cybertrust Japan, Renesas, Siemens, Texas Instruments, and Toshiba shared their reflections on what is working well today and what they would like to see in the future to make sure the CIP project is sustainable for the next ten years. The following recommendations surfaced from the research discussions. They summarize what company engineers and project leaders alike can do to derive maximum benefit in terms of cost savings, cybersecurity, shared expertise, and sustainability of civil infrastructure: - Transition from consumers to active stewards: Shift engineering strategy from passive software consumption to active governance to help guide technical roadmaps and share long-term validation burdens. - Implement security by design: Rely on verified industrial baselines that provide predictable stability updates over multi-decade horizons to streamline ongoing vulnerability management. - Mutualize regulatory risk: Leverage pre-competitive, shared consortium frameworks to fulfill certification requirements and lower compliance overhead. - Drive hardware alignment: Engage silicon suppliers directly with open software communities to bridge physical hardware lifecycles with stable, long-term software releases. To the leaders of the CIP, who have dedicated engineering resources and their valuable time to this initiative, I would like to express my gratitude for their generosity and trust to foray into the benefits and pain points facing their organizations, as many of them did in support of our previous qualitative study in 2025 on CRA best practices. Without their active community stewardship and sponsorship of Linux Foundation’s collaborative support programs, and their commitment to engaging in the qualitative interview process, LF Research would not have had the opportunity to shine a light on the incredibly important work they do to support industrial grade Linux across modern infrastructure. We invite asset operators, silicon manufacturers, and enterprise technologists to explore this research report, along with our comprehensive library of empirical studies, datasets, and insights, and to engage in projects of consequence like CIP.
