The heaviest rainfall will focus over the eastern plains where rainfall rates up to 2 inches per hour may occur. Rain will generally be lighter further west, but briefly heavy rates cannot be ruled out as far west as the central mountain chain. Rainfall totals will generally range from 0.5 to 1.5 inches, with isolated totals up to 4 inches. - Rapid runoff and flash flooding will be most likely in complex terrain, below recent burn scars, low-lying areas, urban areas, normally dry arroyos, near rivers and streams, and in locations where the ground is already saturated from recent heavy rainfall. - http://www.weather.gov/safety/flood
